The top US diplomat to Ukraine, Bill Taylor, testified to House leaders Tuesday that he was told Donald Trump would not release a nearly $400 million security package to the country until Ukrainian president Volodymyr Zelensky announced investigations that would aid Trump's reelection campaign.

Taylor said he was informed that Trump was holding "everything" the Ukrainian president wanted as bargaining chips - mainly the security package and a one on one meeting with Trump at the White House - as leverage to entice Zelensky to publicly announce an investigation which would include the Burisma company, which hired Hunter Biden, and Ukraine's alleged involvement in the 2016 election, according to CNN.

Taylor's testimony undercuts the Trump administrations narrative that no quid pro quo was involved in Trump's dealings with Ukraine.

"I do not know how you would listen to today's testimony from Ambassador Taylor and come to any conclusion except that the president abused his power and withheld foreign aid," said Florida Democratic representative Debbie Wasserman Schultz, according to The Guardian.
